When Janie was first arrested, the handcuffs and cops were for show. She needed to be made an example of to all of the newcomers to the City, newcomers that didn't know the rules. The trial was semi private, them writing her off as a terrorist with a different name.
Something she learned during that process, is that you never actually saw 'The Council'. She couldn't look at this group of people that decided her fate.
For a month after her release, she tried not to think about them. That was the lost month that was spent in bed and staring out of windows. Then, one morning, she opened her eyes and happened to be standing behind a glass podium in the center of a white, circular room. Rows of empty white chairs sat on the glass floor, all facing towards her.
She stood in her baggy pajamas and tried to wake up, reminding herself it had to be a dream.
"Janie Louise Potts." said a voice, using her original name, which hadn't been used in centuries.
"After careful review of your case, you are still deemed to be a threat. The council retains it's right to track you, and to limit your activities. Your assets, including the minor child, Eunice Lynn Taylor, are remanded to the custody of Sara Eloise Potts. You are remanded to the custody of Sara. The tracking and dampening chip placed in your skin shall remain. Therapy is reduced to twice per week.
All conditions remain active until both Sara and your therapists report satisfactory progress."
With that, she woke up in bed again, and wrote off the experience as a dream. She slowly started to come back to herself, to pick up the pieces of her shattered life. Everything from the last few years started to surface, all the events that chipped away at her sanity. Just as she thought she had a handle on those things, they called her again.
She woke up behind the same glass podium, in the same white room- this time in actual clothes.
"Janie Louise Potts." said the same voice "After careful review of your case, you are still deemed to be a threat. Following advice from your therapists and Sara Eloise Potts, your assets will be returned to you. Custody of the minor child is to be determined at a later date.
The tracking chip will remain in place, the dampening function will be turned off. You will be required to leave the city of New York within twenty-four hours, only to return on approved trips. You will be required to return to work for The Thomas Agency. If any conditions of this parole are broken, we reserve our right to incarcerate you in our secure facility."
Janie wasn't sure how she was still a threat, or why she had to leave the city- but if that's what got her more freedom then she would take it. Not having custody of Lynn hurt her, though, more than she thought it could. Lynn was hers- all they'd been through and the little girl was always her little girl.
Rejoining the agency also bothered Janie. They were part of why she went nuts, didn't the Council understand? Before she could protest, she was back at her apartment. Sara and Lynn were packing boxes and loading them into her boat.
"Is this a dream?" she asked, mostly to herself.
"No girl. Get packing. We're moving right now and it's about time. Place is called Upshur Island. Council set you up there."
"Mama Sara-"
"Ain't got time for this right now. Get to packing!"
With that, the yellow boat was packed, and the family of five boarded it, ready for a new start.
