Seven years ago, a woman and a five year old halfling washed up on a beach, with only a few memories. Janie, the woman, remembered that she was from a far away family of hunters and that (named Lynn) was her daughter. Lynn remembered a little more and said that her father was gone, and that he was an angel. The woman had a bum leg, and frequent headaches that were unexplained for a long time, but in every other way she seemed immortal. Lynn seemed perfectly healthy, but was able to teleport easily from place to place, due to the fact she was a halfling.
A brain scan later, and it was discovered that Janie had an implant in the base of her skull, which was the cause of the headaches. Doctors decided that removing it would be too dangerous, and the woman was forced to live with the headaches. A scan of the leg revealed another implant, and though it was removed, she still needed a cane to walk with. Janie and Lynn would never know about the war that took place in a different time, which left her people dead and defeated. An immortal, she was unable to die, so her memory was taken and her abilities dampened by the implant.
Before, she was able to travel freely in time and space, changing whatever she wanted with no consequences. The device placed her in a time lock, sapping energy and her time abilities until she was unable to do anything time travel related. It stuck her in a time lock and she and everyone else was unable to travel in time unless the implants were removed and she was restored to her previous state. Removal of the implant would cause permanent death in the immortal, while removal of the leg implant only gave her a tiny bit of foresight, something left from her time abilities. It is impossible to return her to the previous state, as all who were able to do something were killed by the person who implanted Janie.
On the day the woman and girl washed up on the beach, a kind elderly couple discovered them, and took the two to their farmhouse. Eventually Janie was able to take cleaning jobs and the mother and daughter rented a small cottage from the family and started to make a life. Lynn attended school, while Janie became known as someone who cleaned and helped the local children with math. Their happy country life ended when Lynn turned twelve and the old couple decided to move. Their son took over the farm and told the lodgers they have two months to find a new place and leave, because he was getting married and needed the the small cottage for guest use. Janie managed to find a job at an office in the city, and soon moved to a tiny apartment in a no-so-good section of town.
